The policy, known as "Remain in Mexico", was formulated by the Trump administration to deal with the thousands of immigrants seeking asylum in the U.S.in the caravan. Close to 3,000 migrants took Mexico up on the offer.

Although the number of people in the caravan was relatively small, the unrest, with migrants attempting to climb fences and run through auto lanes to reach the US, and scenes of mothers and children choking on tear gas, represented a serious escalation of the caravan crisis.

The group of migrants continued toward the border. Many say they are fleeing violence and poverty in Honduras. More police carrying plastic riot shields were on the other side, but migrants walked along the river to an area where only an earthen levee and concertina wire separated them from U.S. Border Patrol agents.

"Families are frightened and soldiers are shooting tear gas at toddlers".

Their presence has drawn Mexican troops, protesters and threats from President Donald Trump to close the U.S. -Mexico border to migrants.

"Mexico should move the flag waving Migrants, many of whom are stone cold criminals, back to their countries".

Several hundred made it over the first barrier and were trying to cross a second - topped with spikes - when US border officers began firing tear gas at them even as US Army helicopters flew low overhead.

"As I have continually stated, DHS will not tolerate this type of lawlessness and will not hesitate to shut down ports of entry for security and public safety reasons", she said, adding the U.S. would "seek to prosecute" offenders.

Some attempted to enter through San Ysidro, Secretary of Homeland Security Kirstjen Nielsen said in a statement.

Authorities temporarily closed the port of entry "to ensure public safety" after some of the migrants threw "projectiles" at agents as they bore down on the fence, officials said. San Ysidro is the busiest USA land crossing, and authorities there now process about 100 asylum seekers per day.

"There is no agreement of any sort between the incoming Mexican government and the USA government", future Interior Minister Olga Sanchez said in a statement.

He also demanded that Congress fund his promised wall proposed for the border.

Video from a Mexican news channel appears to show an American border patrol agent yelling at migrants nearing the border to get back.

Earlier Sunday, Gastelum said he will not allow bilateral relations to be broken by bad actions of the migrant caravan.

President Trump then tweeted on Sunday morning, "Would be very SMART if Mexico would stop the Caravans long before they get to our Southern Border, or if originating countries would not let them form".

On Sunday, hundreds of caravan members, including women and children, were peacefully protesting when they were stopped by Mexican authorities, who told them to wait for permission.
